Safe refunds depend on authoritative order and supplier state. A timed-out or uncertain supplier request should not be treated automatically as a confirmed permanent failure, because the product may still be delivered. Distribution Hub's policies also distinguish eligible unused wallet balance refunds from failed-order refunds.
